The Ministry of Ecology and Environment (MEE), China, has issued a notice on regulating the import administration of recycled brass raw materials, recycled copper raw materials and recycled cast aluminum alloy raw materials. The notice indicates that recycled copper raw materials meeting the specifications are free to be imported on November 1, 2020.
Recycled brass raw materials, recycled copper raw materials and recycled cast aluminum alloy raw materials which meet the standards of recycled brass raw materials (GB/T 38470-2019), recycled copper raw materials (GB/T 38471-2019) and recycled cast aluminum alloy raw materials (GB/T 38472-2019) are not solid wastes and can be imported freely.
The customs commodity codes are as follows: Recycled brass (7404000020), Recycled copper (7404000030) and Recycled cast aluminum alloy (760200020).
China imposes strict limits on the amount of waste copper it imports.The lowest copper content must be above 94%, brass content must not be below 90%, and the corresponding other pollutant content is limited.
It is prohibited to import the raw materials that do not comply with the national standards of recycled brass raw materials (GB/T 38470-2019), recycled copper raw materials (GB/T 38471-2019) and recycled cast aluminum alloy raw materials (GB/T 38472-2019). Only those who have obtained the import license of copper waste and aluminum scrap can be used as raw materials in 2020.
So far this year, China's copper scrap imports are mainly in the form of approvals.Imports of copper scrap in the first three quarters of the year ended in September at around 580,000 tonnes, a steep decline of nearly 53% from 1.1 million tonnes a year earlier.
